Could "refer other agencies to work with you" replace the part in bold? If so, why?

There is no part in bold.
1. Depending on your work experience and background, our team may refer to other agencies to work with you to improve your chances of employability.
2. Depending on your work experience and background, our team may refer other agencies to work with you to improve your chances of employability.
I prefer #2 — I don't think that "refer to" is necessary because "to" is already there:
"our team may refer other agencies to work with you"
