The relevant authority in every country should inform citizens about the value of their personal data and how they can take steps to protect it from theft.
The relevant authority in every country - subject
should inform citizens - verb
about the value of their personal data - object
and how - conjunction
they - subject
can take - verb
steps - object

Now here is the difficulty

to protect it from theft - adverbial phrase because it describes the steps that are being taken.
or
take steps - treated as a verb phrase taking only an indirect object, - to protect it from theft

Which is the better grammar analysis? Any advice appreciated?

You have some serious issues here. The subject of the first clause is not "The relevant authority in every country", it is "authority". "Relevant" and "in every country" modify the subject. The verb is "inform" or "should inform" depending on how you were taught. "Citizens" is the direct object. You probably need to reconsider what you have here.

In answer to what you asked, "to protect" is a adjectival infinitive since it modifies the noun steps which is the direct object of the verb "takes".

Adverbs can modify nouns or verbs.

You can decide what you think it answers:

take ( why) - adverb

steps ( what kind) - adjective
