Stimulus check for whites only?

Should congress pass a stimulus package with money designated for whites only as a result of the Black Lives Matter riots from the summer of 2020, and the resulting property damages, assaults, looting, murders, and destruction?

Much stimulus money is being paid to people who suffered no income loss, and also to illegal immigrants.
