According to a press release from NTUC FairPrice on Apr 9, it states that: “All food sampling activities have also ceased. Cleaning regimes have been stepped up, especially for high-touch surfaces like railings, trolleys, baskets, checkout counters, to every four hours”.
...it states that "All food sampling actions..."
Should it be '... it states, "All food sampling action..."'? with "that" removed?

If the colon is used - states: “All....”
If the “that” is used- states that all food samples ... ( no quote marks needed)

In British English you would use a different dating convention, delete ' it states that: ', reposition the final stop, and use single quotes.
