While a majority of US states maintain the death penalty, and a majority of the public still supports it, the numbers of prisoners being killed and the amount of public support for executions continues to shrink, while the numbers of states giving up the penalty is increasing, fast.
Is "a majority of the public" correct?

Without the figures it’s impossible to say, but it is possible. If 60% of the population supported the death penalty ten years ago but only 55% support it today, a majority would still be supporting the death penalty but that support has shrunk.

It's phrased correctly. I mentioned grammar because izzy was addressing the assertions in your quote, and not the grammar itself.
