That would depend on the context. If you're simply describing an event, "gave birth" is better. Notice how it can stand alone as a meaningful statement. But if you are trying to set up a case to illustrate a particular point you could say "gives birth" — but you'll need to complete the point you're trying to make.

Infected after a holiday in Europe, a pregnant mum gives birth to a baby with Covid-19 antibodies. Unaware that his friends are Covid positive, a man contracts the disease. Believing she was immune, a woman enters a crowded shopping mall without wearing a face mask.
They all set up a situation which should be resolved.
