2 in 4 children has/have immigrant parents.

Should it be "has" or "have"? And why?

Have, we’re talking about children, not a child.

One child out of x amount has.

It is a typo. It should be "1 in 4 children has/ have immigrant parents".

izzythepush has said "has" is correct and I have no doubt he is.
