Should there be a comma after "2021"...?

KUALA LUMPUR - Malaysia's King on Wednesday (Oct 28) repeated his call for MPs to "give fulsome support" for the upcoming Budget 2021 that is set to be tabled on Nov 6.

Should "that" be replaced by "which" and should there be a comma after "2021"?

@ascribbler,
If I am not wrong, "that is set to be tabled on Nov 6" is a non-defining clause, and hence "that" should be changed to "which" and there should be a comma after "2020".
