On several occasions, his mother, who suffers from incontinence, was left wearing soiled diapers for hours which caused her to develop rashes, Tan said.

Despite numerous feedback, the situation didn't improve.

1. Should there be a comma before "which"?

2. In the second paragraph, is "numerous" the correct adjective?

You don't need a comma after "which." Also, you can omit the comma after "mother."

In the second sentence "feedback," being an uncountable noun, wouldn't be "numerous." Try adjectives like "much," "significant," or adjectival phrases like "a good deal of," etc..
