I have never owned my own vehicle. If buying a new car (or used car) is going to be this much trouble, I'd rather buy a scooter for $100 or a $100's more.
Do you have to have a license to own and operate a scooter?
I think you should require a licence for a hoop and a stick.
You need a licence for a scooter over here, but can drive one without passing a test, as is that case with a motorbike up to 125cc. Anything higher requires a test.
