Why is the Nobel Peace Prize only given to the party that disrupts the peace?

I was alive during that period and got to watch on the TV news police using attack dogs on small children, or dragging people out of lunch counters for being the wrong race or a state governor blocking a young man from entering a public repeat a public state university due to his skin color.

An your comments on this thread and other threads reminded me of the southern whites on TV of that time complaining that it was norther white troublemakers that was the problem.
