Let's say that the cost of lost income, business closures and job losses is calculated to be 10 million dollars, and the toll of a second wave of infections is estimated to be 9 million dollars. Since the cost of shutting down is higher than the cost of a second wave of infections, further easing of restrictions can be seen as an acceptable choice.
