Your guess is as good as mine.

Ice cream vans were used to sell drugs in Scotland. I think there’s a film about it.

Potentially, by the 'passing'.
Ice-cream vendor has to touch the 'package' in order to 'hand-it-over'
Kiddie 'touches', opens and consumes.

With 'cones', UK - Vendor 'Holds' cone - Fills with icecream - Then hands 'cone' to purcaser - Who the consumes - 'handled' cone & all.

If sealed 'lollipop' - Same applies - Handled packaging (like crisps), open packaging, handle lollipop, consume.

Only works when 'Actual' viruses are present.
