He, along with his sister, has/have volunteered to help their mother decorate their house.
Should it be "has" or "have"?

It should be has. The comment "along with his sister" effectively states that he has volunteered, and that she has volunteered. Each of those is a singular subject. Had it been: "He and his sister . . ." then "have" would have been appropriate to a plural subject.
