The following headline begs the question, "what kind of force can be authorized to enforce closures and prevent re-opening? And what would be most effective?"

If mayors are found to be defying responsibility with regard to public health, could/should state police be sent in? Are there other measures that would be more effective, such as economic sanctions, taxes/fines, or other tactics?

What exactly can be done to force local economies to act responsibly with regard to pandemic threats? Is there a way to stop them without sending in police/military and thus exposing more people to virus risk that way?
