Scooters pose worse viral threat than shopping carts?

I just read that scooters have been shut down as a non-essential business in Atlanta (and maybe elsewhere as well?)

But are scooters really any more prone to spreading COVID19 than shopping carts?

Probably it is a good idea to sanitize handlebars before using share bikes or scooters, but can't you social-distance on a scooter or bike as well as you can riding a motorcycle or walking?
