Uranus pregnant?

It seems that Uranus is 'leaking' hydrogen ions, which are forming a plasmoid that is linked to the planet's magnetic field.

I wonder if this suggests that planets can generally 'birth' new planets/moons by channeling ionized gas into a plasmoid extension of their own magnetic containment field, which would continue accruing gas and other material as long as the plasmoid maintains its own magnetic containment and doesn't dissipate away.

Do you think this plasmoid could grow into a moon? Why or why not?
