“The medical team did everything they could do for her, but at the final stages, it appeared that there was nothing left to be done. But Shin Lung did not want to let her go."

Could the comma be placed after "but" instead?

I think there should be a comma after but. To my thinking, it should be in addition to the punctuation already in place. I am also inclined to changing the first comma into a semicolon after her. There are two statements which could be written separately, separated by but.

The medical team...her; but, at the final stages...

No. Commas are used before the conjunction, not after it. The second comma is unnecessary, though.
