Why did Mr Murali gather together, or allow to be gathered, a hall of the elderly at a time when the spread of Covid-19 is at its most critical?

Shouldn't it be "allowed" instead? If not, what is the reason?

No, it should not be allowed. The active verb is do, as in "Why did." Therefore, allow is used, just as gather is used, rather than "gathered."
