Good news for those in the midst of changing travel plans. Scoot announced today (Mar 16) that it will be offering full voucher refunds with immediate effect. The vouchers will be for the full value of bookings made on or before Mar 15 and for travel up to May 31, 2020.
They will remain valid for 12 months, during which time customers who have had to reschedule their plans can do so.

No, they are not. The announcement is dated March 16th, for booking mae on or before March 15th. Therefore, "have had to" is the proper verb conjugation, which is sadly, uncommon these days.
