Why can't you hurt other people if they're annoying

... because it's a felony?

Think about all of the people who find you annoying...

If you could beat up people who were annoying everyone would just be beating each other up all day.

I was taking this a bit further, if you could hurt other people if you think their annoying what would happen ...

Alice would say to Bob "you are annoying". Then Bob would say to Alice "no, you are annoying". Alice would throw a punch, Bob would respond.

At the end, since Bob is bigger than Alice... Alice would admit that she was the annoying one, and then she would just shut up around Bob, or just say what Bob wants to hear, for the rest of time.

This would repeat indefinitely until Zack, the biggest and strongest badass of all, won. He would set up a pecking order and would tell all the other people the proper way to behave so that he wouldn't ever be annoyed.

Plus the strong people who beat up people for being annoying would look for smaller and smaller reasons to beat people into submission because they would get pleasure from seeing other people submit to the threat of violence from them.

Keep in mind, those who you find annoying, may well find you much more annoying. This means that with your thinking and "logic", they would be allowed to beat the living daylights out of you.

Sure, you can do that. Don't whine, though, when you suffer the consequences. What a moronic question.

Don't beat yourself up about this.

Bullies would use this as an excuse to beat up nice people then, and it would be difficult to prove that they were lying about their reason for beating someone up.
