Which is a better choice and what is the difference:

Andrea has been provided with an estimate to have the water lines repaired.
or
Andrea was provided with an estimate to have the water lines repaired.

The choice depends on what you want to express.

The present perfect tense expresses a past action that has present consequences, so the first sentence can be read as a part of a continuing process or set of actions.

The simple past tense has no other connotation than an action that has occurred.
