If you don’t have obtained a PhD degree you are a qualified dentist. You cannot call yourself "Doctor"?

Are the above sentences correct?

The first sentence is grammatically incorrect. It should be more along the lines of:

If you haven't obtained a PhD you are not a qualified dentist.

That's not the sense I got at all, I got the impression the OP was trying to say this.

Even though you may be a qualified dentist, unless you have a Phd you cannot call yourself Doctor.
