For example, if there was a trade deal that said "The United States agrees to buy $2 billion worth of rice from China."

Okay but it's not the government that buys things. It is individual businesses. How can the government control how much or from where businesses choose to buy?

Trade deals are agreements on how trade is conducted, how things are labeled, what duties are paid, how the ware moves, etc. There are not specific targets, but a trade deal might open a market up to new products. You could also get statements like "This deal will reduce tariffs on the $2 billion worth of rice Americans buy from China each year."
