Yes upbringing can have an impact - either positive or negative depending on the impact. DNA has an impact on how you would react to the upbringing. Sort of why as a parent you quickly learn how you handle one child would be different with another - simply discussing a behavior with one child might work, whereas another you may have to "ground" or be more strict.
Unless the child has some sort of mental disorder - then their upbringing can have a huge impact one way or another.
