Must the US and China cooperate for global growth?

The IMF blames US policies for slow growth in China, and by doing so implies that the US is responsible for supporting Chinese growth with its policies: https://www.cnbc.com/2019/08/09/imf-says-trade-war-threatens-chinas-growth-pushes-for-resolution.html

Is this legitimate? Do investors the world over have the right to expect national governments to coordinate their policies in the service of maintaining growth patterns so that they can extract money from the global economy, regardless of what anyone else thinks?

Should all forms of independence be subjugated to supporting economic growth at all costs? Why or why not?
