1. Should it be would or should instead shall?
2. Does on an urgent basis mean as soon as possible?

Would can be inserted in both of your bolded areas. I do not believe it necessary, however.

Yes, urgent basis means as soon as possible.

Using "would" twice is redundant. Keep "shall" and replace "could" with "would." That way, you can keep your Brit-speak affectation.
