Unsustainability: GOP or DEMs to blame?

Slow progress in achieving sustainability makes for an interesting blame game. Europe and many others worked very hard for the Paris agreement, but they seem to be giving up on it in the shadow of an unsupportive Trump administration in the U.S.

Considering that the Paris agreement was/is basically just a motivational tool to get 'countries' to set targets for voluntary reductions in greenhouse gas emissions, we can ask why more people still aren't motivated enough to work at lowering emissions voluntarily. If the motivation was there to pass the agreement, after all, why shouldn't it stay around to do the actual work of lowering emissions?

At the U.S. level, there is perennial fighting between the two political parties. Yet, can we really say that one party or the other is more to blame for the lack of effort and progress toward sustainability?

While Democrats can claim that their hands are tied by GOP control over the executive branch and senate, nothing is stopping them as individuals and participants in the economy from making the changes needed to solve the climate and resource unsustainability problems.

But even individuals who make the choice and put in the effort to work toward sustainability may not have enough power over the industrial-consumer economy more broadly to significantly impact the status quo. That is true regardless of an individual's political affiliation.

So then the question becomes who is ultimately to blame for the failure to progress toward sustainability except all those people and businesses who deny, ignore, and otherwise reject the task of securing natural resources for future generations and reforming industrial-consumer economics so that it is sustainable for unlimited generations to come.

Who is to blame, and what will ever cause them to change, if anything?
