I have/had been longing to see you.

My close friend contacts me after a long period. As I missed him, can I say "I have been longing to see you."? Or should it be "I had been longing to see you."?

The first. If you phrase it as in the second example, it suggests you had been previously but are not (or might not be) in the present.
