Here are the limiting factors right now:

We do not have a heavy lift vehicle capable of putting a Mars capable ship in orbit.
We don’t have a Mars capable spaceship
We don’t have a life support system capable of keeping astronauts alive for the required number of years a simple mission would take (6 months there, 12 months on planet, 6 months back). Even the Space station needs regular resupply with food, air etc to stay viable.
We have to figure out a way to protect astronauts from the radiation environment of space.

Let see mount ion rockets on the international station and perhaps even a solar sail an send it on it way under an auto pilot in a very slow low energy earth orbit to Mars orbit path.

Next have a very very fast but small high energy crew ship to meet the station in Mars orbit that have a short orbit transfer time.

Other supplies could also be send by slow orbit ahead of time to meet up with the station and the crew in Mars orbit.

Now that we had reach the point of having rockets that can reach orbit and the return after delivering their payloads the cost could not be all that great.

About the cost of the old moon missions in today dollars as my plan would made use of the international space station that we has already at great cost assemble in low earth orbit an the new reusable private companies rockets.

We would need to take the Russians with us as they are part owners of the station but that is hardly bad as they could help paid for the mission.

Take note that the new moon missions are suppose to be the US only so if we do not go to Mars but instead the moon the plans seems to be that we would paid the total cost

Obama was the guy who started pushing the idea of going straight to Mars instead of building a base on the moon first.
