Is double closing quotation marks correct?

Dr Lee recounted that when she asked the station staff where she should have waited, “he merely shrugged and replied, “I don’t speak English.””

The above sentence ends with a pair of double closing quotation marks. Is it correct?

I'll do what I can.

It should read:

Dr Lee recounted that when she asked the station staff member where she should have waited, he merely shrugged and replied, “I don’t speak English.”

Double Quote Mark never correct same as reapply a same word by error

Sometimes you see single quotation marks used in these cases:

Dr Lee recounted that when she asked the station staff where she should have waited, “he merely shrugged and replied, 'I don’t speak English.'”
