Should there be a comma after "Taisekiji"?

I don't think so. If you take out "reception hall" you get "Ceremony held at the Head Temple Taisekiji on April 21, 2018" which works fine.

Not having a comma does work if you take out the words "reception hall".

But if the words "reception hall" are left in, then it sounds better to me with both the first and second commas in the sentence.
