What do you call a society that has lost order to it?

Well you could say the USofA or the UK.

Or a dystopian society might do.

I don't think dystopian means "lost order". You can have a highly ordered dictatorship that is dystopian. The society defined in George Orwell's classic 1984 hadn't lost order.

I would use the term "anarchy".
