effectively bilingual

If a person is very good at two languages, can he or she be described as "effectively bilingual"?

Sure. But why not just say they are bilingual? The word "effectively" is a modifier that to me would mean they are not quite truly bilingual.

The person can be better described simply as "bilingual."
