Is comma necessary?

So far Australia, New Zealand, Vietnam and Japan have heeded the US call to ban Huawei. The UK, however, is still considering using Huawei to build non-core elements of its new internet infrastructure. Differences over the matter within the UK government recently led to the sacking of defence secretary, Gavin Williamson.

Is the comma before "Gavin" necessary?

I'm not sure about a comma before Gavin. It seems like it would work either way. But there should be a comma after Vietnam. In a list of three or more items, place a comma before "and". (A, B, C, and D)

I believe, in British English, the last comma is not necessary.

You're right, a comma is not needed after Vietnam. It is needed after defence secretary, it makes the distinction between the individual and their job.

No it shouldn't. You put a colon before a list, one person isn't a list.

But after seeing his name in other news, they do not capitalize “defense secretary”

That's because he was the defence secretary. This isn't America, we spell things properly over here.
