Shouldn't it it be" staff member" instead of just "staff"?

Staff alone is acceptable.

Try to think of it as follows: ...the first member of the SMRT staff on the scene...

Staff is a perfectly acceptable abbreviation. Like a staff room at the workplace, it's not a members of staff room.
