There is more than one child playing in the park.
There are more than one children playing in the park.

Which is the correct sentence? If neither is correct, how should it be rephrased?

The first one is correct. The verb must agree with the subject.

There is...one child playing in the park.

"More than" is a modifier that doesn't change the subject number.

"There are...one children..." is ungrammatical as would be "there are...one child...".

Also this;

There are more children playing in the park.

It becomes correct when you drop the 'than one'
