Large Print Copies/Picture Menus Available

I noticed paying my bills in very small writing that it said…."large print copies can be made….". Also, at fast food joint, I noticed it says in writing that picture menus are available. Now how in the h*ll does some one that cannot read small print supposed to now they can order large print copies, if they can't read the wording in the first place? And how does some one who cannot read at all, know by reading that a picture menu is available?
