What would make it more than just another fiscal-stimulus plan marketed under the guise of sustainability reforms?

Why would you expect that once the money comes on line and programs start coming into effect, local economies won't just take the money and spend it on more of the same old business/consumer activities that have led up to the present situation?

When Obama came in on a platform of hope and 'change we can believe in,' there was indeed hope for change. But by the time the money was flowing and people had a chance to forget about the dire situation they were in prior to the bailouts, they just went back to rejecting the need for reform, like they always do.

Why would you think it would pan out any differently this time? And the bigger question is whether environmental sustainability reforms are really ever even intended to work or whether they are just greenwashing schemes for socialist economic growth?
