1. Should it be "opening inverted commas" or "open inverted commas"?

2. Should it be "closing inverted commas" or "close inverted commas"?

It can be either open or opening, and close or closing. Note that this would only apply in British usage, as the term in American usage would be quotation mark or quotation marks, rather than inverted comma or inverted commas.
