Yes--extremely begins with a vowel sound, and therefore the indefinite article to be used is "an."

That sentence is so awkward that using "an" correctly won't matter.

I am not sure if I would use the word "material". I am not saying it is incorrect, but it is awkward.

Why not just say "This booklet is extremely useful for all people who want to know more about Buddhism."

or reference tool - which I notice a lot of people using (don't love it myself but it's a common formulation)

Yes, as Setanta and ehBeth have noted, "an" is required (in prescriptivist British English).

This booklet is an excellent introduction to the tenets of Buddhism.
