These days, the talk is almost always about Parti Keadilan Rakyat's (PKR) incoming president Datuk Seri Anwar Ibrahim, who will contest the coastal parliamentary seat of Port Dickson in an upcoming by-election.
Shouldn't it be PKR's instead?

In regard to using the possessive, it's applied to the name. "PKR" appears in parentheses to indicate that Parti Keadilan Rakyat will be referred to by its initials further in the text. From there on the author would use the possessive with PKR.
Yes, perhaps . . . a native-speaker might see it as nit-picking.
