Should the full stop be outside the closing inverted commas?

It is expounded in the Parable of the Phantom City chapter, "there was a Buddha, most honoured of two-legged beings, named Great Universal Wisdom."

1. Should the full stop be outside the closing inverted commas, in British English?
2. Should the word 'there' be capitalised?
3. Would it be better to change 'It is expounded' to 'As expounded'?

What you see is American usage. In British usage, you would use the inverted comma (not double), and the final punctuation mark would be outside the inverted comma.

Sorry . . . yes it should, as it appears that it is the initial word of the quoted sentence.
