In my temple, there are volunteers who wash the toilets, who man the counters, who act as Mandarin interpreters for the Chief Priest,
who delivers his sermons in English.

Can these volunteers be called 'temple staff'?

'Staff' applies more to paid employees in a business or perhaps Officers in the military. 'Calling them 'temple volunteers' is perfectly adequate, in my opinion.

I would consider "staff" as the permanent organization, usually paid. Volunteers who come in a few days a week and do some tasks would not be considered staff. The secretary who comes in everyday and manages the office would be.
