doctor in charge

As my husband underwent an artery bypass surgery in 2003 at the Singapore General Hospital (SGH), his doctor in-charge at SGH was summoned to Tan Tock Seng Hospital to examine him.

Shouldn't it be doctor-in-charge or doctor in charge instead?
