I'm just wondering why the city code enforcement won't do anything about abandoned shopping carts with trash in it on the sidewalk in peoples way. In the area I live in there is a cart from a store that went out of business. Its been there for a few days now

How do you know that they won't?
Perhaps no one has informed them of the cart and where it is.
Perhaps you should ring the city "council" and let them know.
