It is really rare that one will listen to the Law. (The Law refers to the Law in Buddhism.)

Is the above sentence correct?

If I rephrased it as "It is really rare for one to hear the Law", would it be better?

It is not incorrect, and I thing your alternate phrasing is good.

Perhaps "It is really rare for one to listen to the Law." You know the entire context, while I don't. You would best know if you want to use "hear" or "listen."
