Mexico will pay for the wall but it'll be reimbursed?

One of the eye-catching promises Trump made is building a wall
around the border of Mexico and the US, if I remember correctly.

That seemed quite unrealistic and I thought that's just one of the
hallow promises politicians usually make to get the attention.

I chanced to watch a press conference held in the Whilte House,
and I'd like to ask something about the cost.

Trump, while explaining who's gonna pay for the wall, he said,
"Mexico will pay for the wall, but it'll be reimbursed."

When you reimburse someone, you give back the amount of money
that someone has spent, right?

If he had said, 'Mexico will pay for the wall, and that's it.'
I would understand easily what he meant by that.

But he said 'BUT', alluding that it's be different from what's said before - Mexico will pay for the wall.

What exactly did he mean by 'it'll be reimbursed'?

It's a bit of a fool's project to presume that Trump's statements are either honest or coherent.

Trump can't back away from his campaign claim that he'd somehow make Mexico pay for the wall because he cannot/will not ever admit he was wrong or stupid or lying (three characteristics he manifested with this moronic promise and which he manifests every waking minute). So he had to - eventually - alter his story/claim to "Mexico will reimburse us for the costs because I'll make them do it"

The sentence you are pointing to with its incoherent use of "but" is a typical speech pattern voiced by this pathological conman. He's realized mid sentence that he is caught between the original campaign lie and the later broad recognition that there was zero chance Mexico would fund the project which necessitated a new version of the lie - I'll make them reimburse us.

His supporters, by and large will only hear that 'Mexico will pay for it '. That's all they'll hear or care about. Somehow they'll miss the part about reimbursement.
