Is it time to move on

Hanging around with a guy for about a year. We would do movies. go out to eat etc. For about two months we really didn’t speak, he stated he was going through some things and working a lot. He come back around but things have definitely changed. I have his flash drive it has a lot of important information on it I returned it back to him, but somehow he continues to give it back to me I can’t help but to feel that this is a way of holding on
