US-China trade deficit

The US currently has a multi-billion dollar trade deficit with China. Does this mean we by more goods and servises than they buy from us? Does it mean our US government owes China the difference? I think US companies sell & purchase goods & services and collect &/or pay as a corporation, LLC or personally. Is the a correct statement? Thank you for your input. Eric
